She attended the public schools of Winston-Salem/Forsyth County and graduated from Carver Consolidated High School. She enrolled at North Carolina Agricultural and Technical State University and earned a bachelor's degree in Business Administration.
Harriet married Green Tobe on June 25, 1960 and their union was blessed with the birth of a son, Edward. They remained happily married until his death on July 26, 1981.
Mrs. Tobe was employed for a time at the historical Kate B. Reynolds Memorial Hospital. She subsequently went to work at Winston-Salem State University. Her role as a member of the financial aid department had a positive impact on the lives of many students as they sought guidance in securing financial assistance to cover the costs of their college education. Prior to her retirement, she gave 30 years of dedicated service to the university.
She was a lifelong member of Mount Zion Baptist Church where she joined under the pastorate of the late Reverend Dr. R. L. File. She exercised the tenets of her faith as a member of the Dorcas Missionary Group (Past President), The Ladies Usher Board, Advisory Board Member of The Senior Life Enrichment Center, Personnel Committee, The Hattie File Club and The R. L. File Scholarship Committee. She faithfully served until declining health limited her active participation.
